我国环境治理行动一般是自上而下由政策驱动,需要通过拓宽社会力量自主参与的途径和方式来提升个体责任的水平。环境公民理论解决了环境治理与个体责任之间的关系问题。在海洋环境治理领域,环境治理的个体责任问题主要与海洋公民这一概念相关联。海洋公民的概念既根植于当前海洋开发、保护和治理的实践活动,也直接脱胎于环境公民的理论研究。海洋公民与环境公民概念的关系,主要体现在实在论基础上和论证逻辑上的同一性。当前,海洋开发、保护与治理过程亟须大力培育海洋公民和规范海洋公民行为,这种培育和规范行为一方面从个体行为着手,另一方面从公民行为环境、海洋立法与决策过程入手。

Environmental governance in China is basically policy driven. To improve the individual responsibility, it is necessary to invite a diverse range of forces and the autonomous participation of various social societies. This article introduces the theory of environmental citizen, which mainly deals with the relationship between en- vironmental governance and individual responsibility. In the field of marine environmental governance, individu- al responsibility is mainly related to the concept of marine citizen, which stems from the current practice of ocean exploitation, marine protection and marine governance and finds its root in the theoretical research of environmen- tal citizen. The relationship between the two concepts is demonstrated by the identity in their realistic basis and demonstration logics. Currently, in the process of ocean exploitation,protection and governance, it＇s greatly re- quired to cultivate the marine citizens and standardize the marine citizenship behavior through developing individ- ual responsibility as well as marine legislation and policy .
