发展校园文化，拓展校园空间，引领社会文化，是现阶段电大所承担的文化历史使命，也是远程教育竞争中保持优势地位、获得可持续发展的电大核心竞争力形成关键。针对各地电大开放教育校园文化弱化现象，提出以人为本、全面发展，开放性、制度性相统一，构成和谐的开放教育校园文化创建原则，并提倡在慎重基础上实行创新。
발전교완문화，탁전교완공간，인령사회문화，시현계단전대소승담적문화역사사명，야시원정교육경쟁중보지우세지위、획득가지속발전적전대핵심경쟁력형성관건。침대각지전대개방교육교완문화약화현상，제출이인위본、전면발전，개방성、제도성상통일，구성화해적개방교육교완문화창건원칙，병제창재신중기출상실행창신。
The development of campus culture is the cultural and histoncat mmslon o~ I ~ University. It is also the key to improving the competitiveness and the sustainable development of distance education. Aiming at the wakening of TV University campus culture, this paper puts forward the principles for establishing effective open education campus culture and summarizes the innovation practice for reference to all levels of TV universities.
