从国家开放大学战略转型思想内涵出发,理清建设学习型社会的重点和难点在农村,发展城乡社区教育是建设学习型社会的必由之路的基本态势。从学历教育、非学历教育等角度,评述了国家开放大学在面向农村社区教育上的优势及发展困扰。提出强化＂一村一＂的高等职业教育特征,提供丰富实用农村社区教育内容,采取社区教育与文化体育活动相结合的社区教育形式,建设社区教育基层机构与服务网络等发展思路及途径,以期为国家开放大学如何在农村继续教育的大局中起到核心的支柱性作用,提供理论支撑及实现途径建议。

Starting from the angle of the strategic transformation of OUC,the paper researches overhead that a basic trend is the emphasis and difficulty points of construction learning society is in rural area,and the only way of construction learning society is developing the urban and rural community education,dominance and harassment of OUC facing on the rural community education,from diploma education and non-diploma education.Based on the point,the author proposes enhancements features of the higher vocational education of ‘The plan of one college graduate in one village’,provides enrich practical contents for the rural community education,innovates forms of community education merging cultural and sports activity,constructs the primary organization and service network of community education.This article aims to providing theoretical support and advices of realization way of the OUC play full support role during the rural community education development.
