在我国高等教育快速发展的今天，行业特色大学在新的形势下面临发展机遇的同时也面临巨大的挑战，因此行业特色大学向高水平研究型大学的转型发展势在必行。在转型期如何设置合理的绩效评价指标体系，通过绩效评价对二级学院产生正向的激励效应，是转型期行业特色大学应当关注的问题。
