河东古籍是中华民族宝贵的精神财富，应在“藏用并重”的古籍管理理念指导下，对现存的河东古籍进行全面普查，尽最大努力抢救保护；借助现代电子技术，对传统古籍资源进行有效转换，有效缓解古籍“藏与用”的矛盾；利用各种手段，使河东古籍数字化，科学保护、承传、开发、利用河东古籍，挖掘河东文化的精髓。
하동고적시중화민족보귀적정신재부，응재“장용병중”적고적관리이념지도하，대현존적하동고적진행전면보사，진최대노력창구보호；차조현대전자기술，대전통고적자원진행유효전환，유효완해고적“장여용”적모순；이용각충수단，사하동고적수자화，과학보호、승전、개발、이용하동고적，알굴하동문화적정수。
Hedong ancient books are valuable spiritual fortune of Chinese nation, it is extremely meaningful to protect them and study them. Under the principle of ＂ Focus on both protection and praticial use＂, we did a comprehensive research of existing Hedong ancient books , and tried our best to protect them; using modem eleetrie technology, we did an effective conversion of traditional books, which relieves the conflict between ＂Protection＂ and ＂Practical Use＂; we fully took advantage of various methods to diversify digital resources of Hedong ancient hooks, seientifieally protected, inherited, explored, and used Hedong ancient books, and present the essence of Chinese culture.
