人才资源是第一资源,是推动自治区经济社会跨越式发展和长治久安的重要支撑。文章将新疆高层次科技人才作为切入点,以新疆农科院、新疆畜科院、新疆林科院为调研重点,围绕高层次科技人才引进、培养和使用等问题广泛开展走访调研和问卷调查,在此基础上,运用模糊层次综合评价法,选择工作环境、经济环境、激励环境、发展环境、人文环境等5个二级指标和17个三级指标构建指标体系,进行人才环境综合评价,得出相应结论与启示,并提出了改善新疆高层次科技人才环境的几点建议。

Talent resources are the first resource, which are important support of the long-term stability promoting the leap-type development of the economics and society in the autonomous region. Taking high-level skilled talents in Xinjiang as the breakthrough point and laying stress on Xinjiang Academy of Agricultural Sciences, Xinjiang Academy of Animal Sciences, and Xinjiang Academy of Forestry Sciences, an visit research and questionnaire investigation was carried out on issues related to the high-level scientific and technological talents introduction, training and using, etc. On this basis, environment of talents was comprehensively assessed using the comprehensive evaluation method of fuzzy level, and adopting the working environment, economic environment, encouraging environment, development environment, cultural and educational environment as 5 second indexes and 17 tertiary indexes to construct the index system. Corresponding conclusion and enlightenment was gotten and some suggestions for improving the high-level skilled talents environment of Xinjiang were put forward.
