阐述了做好农村环保工作与建设和谐新农村之间的内在辨证关系，论证了在新形势下进行农村环保的必要性，就实现和谐新农村这一战略目标提出了创新农村环保工作的建议。从农村环保工作是社会主义新农村建设的需要、构建社会主义和谐社会的内在要求、和谐农村发展的必然选择、夯实社会和谐的基础4个方面对农村环保工作对建设和谐新农村的重要性进行阐述。强调要做好农村环保工作．必须在改善环境的实践中进行探索创新，走农村环保创新之路。要创新机制、创新制度、创新观念、创新技术，通过对激励、监管等多种机制创新、完善法律体系、强化农民环保主体意识、推广传统技术并引进先进技术等方面来做好农村环保工作，促进和谐新农村建设。

The paper discussed the relationship between rural environment protection and construction of harmonious new countryside, analyzed the requirement of environment protection in current situation and put suggestion of creation of rural environment protection according to demand of harmonious new countryside.The relationship by four parts were dicussed ：rural environment protection was essential to construction of new countryside,the rural environment protection was a requirement of harmonious society,the rural environment protection was an essential choice of development of countryside, the rural environment protection was a basis of strengthening construction of the harmonious countryside.The paper reached conclusions as follows：rural environment protection was essential to harmoniou~ new countryside and rural environment protection would depend on creation of organization system of administration, law and regulations, concepts of relative people, traditional and advanced science technology. The assay suggests to perfect the system of administration of rural environment protection, enrich law and regulations on basis of present ones.It suggested to strengthen the idea of peasants and relative people with rural environment including some administrative department, and made them realize that they were the main forces. The construction of rural environment protection and construction of harmonious new countryside depend on them. Administrators and peasants must pay great attention to rural environment protection.It also suggested to popularize the traditional technology and introduce the advanced science technology of rural environment protection.
