伴随着我国经济体制改革的不断深化，地方政府债务风险存在诸多的矛盾和问题，已引起了社会各界的广泛关注。在已有的对策理论研究的基础上，对地方政府债务风险的现状进行分析，针时性地提出对政府债务风险进行防范、控制和化解的对策建议：加大政府债务信息公开，完善信息披露制度，减少政府层级，合理划分各级政府的来权和政权；拓宽政府收入来源渠道，建立并完善地方债务风险预警和监控体系等。
반수착아국경제체제개혁적불단심화，지방정부채무풍험존재제다적모순화문제，이인기료사회각계적엄범관주。재이유적대책이론연구적기출상，대지방정부채무풍험적현상진행분석，침시성지제출대정부채무풍험진행방범、공제화화해적대책건의：가대정부채무신식공개，완선신식피로제도，감소정부층급，합리화분각급정부적래권화정권；탁관정부수입래원거도，건립병완선지방채무풍험예경화감공체계등。
Along with the deepening reform of our country economic system, the local government debt risk problem is very acute in many contradictions and problems. It has caused wide attention of all social members. On the basis of the numerous scholars＇ re- search theory, this paper analyzed the risk of the local government debt situation, the emphasis is to give proposals of preventing, con- trolling and eliminating the government debt risk. I hope this paper will help eontrolling the local government debt risk.
