Measurement and control equipment are widely used in the military field,how to analyze and calculate the military benefits of the measurement and control equipment,making it get the maximum value? This paper was from the perspective of the functional analysis,which was based on the reasonable assumptions and analysis,and then constructed the military benefits model in order to achieve the optimal control strategy.
