以西安市为例，对将慢性病纳入新型农村合作医疗（新农舍）的前后进行了供求分析。将慢性病纳入新农合后，西安市实施了一系列的政策。虽然这些政策最终降低了医疗服务价格，但是对于慢性病给农民带来的经济压力并无明显的减轻。因此，建议加大政府投入，完善医疗保障制度，转变“重医轻防”的传统医学观念来解决慢性病纳入新农合所带来的隐性问题。

Take the city of Xi＇an as an example, the supply and demand is analyzed after and before the chronics diseases are incorporated by NCMS. The economical pressures of peasants from the ehronies diseases are not definitely delivered though some continues measures from the government of Xi＇an have been taken and these measures do good to the services of these diseases and decrease the service prices. The following suggestions should be taken to cope with the implicit problems which are caused by the chronics diseases incorporated by NCMS： the increases of government investment, perfection of the medical security system and the transformation of traditional ideas ＂treatment over prevention＂.
