培训是提高公安机关工作人员素质与能力的有效途径之一。加强基层公安人员培训工作可从以下几方面着手：适时更新观念，进一步提高基层公安人员对培训的认识；完善培训机制，进一步提高基层公安人员培训的管理水平；以人为本，进一步提高基层公安人员培训方式的科学性。

The training is one of the effective ways of improving qualities and abilities of public security officers.
