当前家长对子女接受优质教育的愿望愈发强烈,而由于教育资源分配不均衡,使得优质教育资源供需矛盾突出,引发＂择校热＂、＂奥数热＂等教育失衡问题。文章以西安市＂大学区管理制＂为例,分析了基础教育资源配置、教育公平和教育质量均衡发展的具体措施和政策战略取向,在理论和实证研究基础上进行初步探索,以期促进区域基础教育均衡发展。

At present,more parents hope that their children can receive high- quality education, but due to the uneven distribution of education resources, the imbalance between supply and demand is accentuated, causing problems such as ＂selecting school fever＂, ＂Olympic math fever＂ and so on. Taking ＂Wide- range Academic district management system＂ in Xi＇an as an example,the thesis analyzes the detailed mea- sures taken and the direction of strategic policy about how to allocate educational resources,achieve educational equity and the balanced devel- opment of quality education.Besides,initial exploration based on theoretical and empirical research has been done in order to promote the bal- anced development of regional basic education.
