科学发展观以人为本的内涵,强调人作为发展的主体,是发展目的与发展手段的统一。人是一种文化的存在,文化即"历史地凝结成的生存方式"。通过教育等活动来形成促进人的全面发展的生存方式,既是经济社会发展的根本目的,又是推动经济社会全面、协调、可持续发展的根本途径或手段。我国广大的民族地区受传统的发展观影响相对较小,因而自然生态和文化生态尚未遭受较大的损害;通过民族教育目标的调适和民族教育课程的改革,形成以人为本的生存方式,使民族聚居地区在迈向现代化的同时,能够更好地维护自然生态和文化生态的平衡及社会和谐,促进人的全面发展,从而避开传统发展观那种对生态"先破坏后建设"的老路,实现民族地区的跨越式发展。

The concept of the people-oriented science development combines developmental aim and means, with the emphasis on human development as the main body. Man is an existence of culture which is a historical way of being. The basic purpose of economic and social development is to promote the comprehensive development of man by means of education activities, which is also the fundamental ways or methods to enhance a comprehensive, coordinated and sustainable social and economic development. The majority of ethnic regions in our country, not strongly influenced by traditional development view, have kept their natural ecology and cultural ecology in good condition. Through the adjustment of education target and the reform of education course, the regions are expected to form a people-oriented life style in order to keep the balance between natural ecology and cultural ecology, maintain a harmonious society, and thus promote man's all-round development. Therefore, these regions can realize the great-leap-forward development by avoiding the traditional developing mode -- destruction before construction.
