数据库是新一轮土地利用规划的核心和基础,文章根据国土资源部的统一要求及《广东省县级土地利用规划数据库标准（试行）》,建立了县级土地利用规划数据库。应用MapGIS二次土地调查数据库建库系统和Arc-GIS 9.2地理信息系统作为建库平台,建设步骤为：资料收集;基数转换;项目用地的布局;计算指标;调整指标;统计非空间数据表。最后以土地利用规划数据库成果检测软件对数据进行最终的检测,使规划数据库合乎要求。

Database is the core and foundation of the new round of land use planning.According to the general requirement of the National Territorial Resource Ministry and Guangdong Province County Level Land Utilization Planning Database Standards,county level land utilization database is set up,which uses MapGIS second land investigation database system and ArcGIS 9.2 geographic information system as database building platform.The process of the construction includes data collection,base data conversion,construction land allocation,index calculation,index adjustment,and non-spatial data acquisition.In the end,the resulting data is tested using the result testing software of land utilization planning database,in order to meet the requirement of standards.
