教育部16号文件中积极鼓励高职院校建设校内生产性实训基地。高职院校通过建立校内旅行社实体开展旅游专业校内生产性实训活动，已经取得良好的效果。2013年，新《旅游法》颁布实施引起中国旅游业和旅游市场巨大变革，依托旅游市场的校内生产性旅行社实训基地也面临着发展的“拐点”。客观分析高职校内生产性旅行社实训基地建设现状、面临的挑战，有针对性地寻找行之有效的发展对策。抓住新《旅游法》实施契机，推动高职旅游专业校内生产性实训基地更好的建设实施。

No.16 document issued by Ministry of Education actively encouraged Higher Vocational Colleges to construct campus productive training base.Higher vocational colleges have achieved good results in carrying out tourism professional campus productive training activities through the establishment of internal travel service entities.New Tourism Law promulgated and implemented in 2013 caused great changes in China’s tourism industry and tourism market,and campus productive training base of travel agency,relying on the tourism market,are also faced with the“turning point”of development.Through objective analysis of the present situation of the construction of campus productive training base of travel agency,and the challenges,search for effective development countermeasures.By the opportunity of new Tourism Law,better promote the implementation of campus productive training base construction of Tourism Specialty in Higher Vocational colleges.
