生态文明理念是生态旅游产业可持续发展的科学行动指南，而发展县域生态旅游产业，则是实施政府主导型旅游发展战略、加快县域经济发展的必由之路。选择能够反映县域生态旅游产业发展水平的各类指标，建立评价体系及评价模型，并以河北怀来县为例开展实证研究，提出怀来县生态旅游产业应采取坚持政府主导发展、促进区域企业合作、加强生态环境教育、完善基础设施建设和重视社区参与互动的发展对策。

The concept of ecological civilization is scientific guidance for the sustainable development of eco-tourism.Developing county eco-tourism industry is the only way to implement the government-led tourism development strategy and to accelerate county economic development.Selecting a series of indica-tors that can reflect the level of county eco-tourism industrial development to establish the evaluation sys-tem and model,and taking the eco-tourism industry of Huailai County as a case to conduct the empirical study,the paper proposes some development strategies for Huailai’s eco-tourism industry,such as adhering to government-led development,promoting regional enterprise cooperation,strengthening the education of ecological environment,improving infrastructure and paying attention to community participation and inter-action.
