建设长江中游城市群，必须构建完善的区域合作机制。目前，长江中游城市群间的合作以政府间的合作较多，而企业和非政府组织间的合作较少；其合作以交通、旅游、文化、商务等为重点，以联席会议为主要形式。当前合作主要存在国家层面支持力度不够，非政府组织作用未充分发挥，区域利益共同体尚未形成，区域城镇化水平不高，区域一体化程度不够，合作保障机制不完善等问题。为完善长江中游城市群合作机制，要抓紧编制长江中游城市群一体化发展规划，设置协调建设的专门机构，发挥非政府组织的主体作用，加快新型城镇化建设，加快推进一体化进程，完善法律制度保障。

It is essential to found a perfect cooperation mechanism for constructing the Urban Agglomeration in the Mid -dle Reaches of the Yangtze River.At present ,the cooperation takes place in mainly governments ,much more than enter-prises and NGOs,and is favor in transportation,tourism,culture and commerce,and often takes form of the joint meet-ings.The major problems for cooperation involve that the nation's support is not enough ,the role of NGOs is not fully played ,the benefit community of the region is not yet formed ,the regional urbanization level is still rather low ,the extent of regional integrating is inadequate , the regional cooperation is short of an appropriate guarantee mechanism , and so on.To improve the local cooperation within the urban agglomeration ,it is suggested that the involved provinces Hubei , Hunan,Jiangxi and Anhui should make the integrating planning as soon as possible ,set special organizations to promote coordination,give full scope to NGOs,speed up the new-style urbanization,quicken the regional integrating process ,im-prove the legal and institutional guarantee.
