“54321养老产业模式”是一种针对我国国情，借鉴国外经验，带动项目区现代农业建设和文化旅游产业发展的养老产业模式创新。其中，“5”是整合政府、NGO （基金会）、项目区域农民、产业专家和企业家五方面的力量；“4”是挖掘地域、孝道、信仰和国际四类文化内涵；“3”是在项目区将养老、农业、旅游三大主导产业统筹经营；“2”是发挥“市场＋公益”两种促进产业发展的机制；“1”是集成若干个项目区和支撑基地形成一个具有知名品牌、国际标准、高科技含量和较好经营效益的全国体系，使项目区成为养老主题小城镇和所在地的文化靓点。文章介绍了“54321模式”的产业布局和体系构架，解析了复合养老、现代农业和文化旅游三大产业的经营模式和运行问题。在此基础上，指出了54321模式的特点、优势和困境，讨论了“54321模式”的完善和运用问题，从土地管理、资金扶持、规划创新和人才培养几方面提出了政策建议。

The“rural 54321 aging service model” is a high-end health caring and aging service model to adapt China's basic situation with foreign aging service experience.In it,the “5” refers the integration of the powers of government , foundation(brand),local farmer,industrial expert and entrepreneur;“4” refers to the cultures of local,filial piety,be-liefs and international;“3”indicates the main industries of aging service ,modern agriculture ,cultural tourism;“2”refers the mechanism of “ government support ”and“ business operations ”;“1” is the national system integrated of a number of projects and base with famous brand , high servicing standards , high-tech content and better operational efficiency.Meanwhile ,the project area may be constructed as townships with aging service theme and cultural attrac -tion.The paper introduces the basic framework of 54321 model,operation patterns of aging service ,modern agriculture and tourism,and discussed the management of the whole project.Based on these,the characteristics,advantages and diffi-culties of it had been analyzed and the key points to refine the 54321 model to improve aging service township construc-tion were discussed.Suggestions on the aspects of land management ,capital support ,planning innovation and talent culti-vation were put forward.
