本文回顾了国内外关于气候移民的相关概念及其演变，从产生动因、迁移目的、政策依据、治理主体等方面深入分析了气候移民概念的内涵及特征。以宁夏生态移民政策为例，从政策分析角度阐释了气候移民与生态移民在概念界定、驱动因素、资金机制、政策含义上的区别和联系，指出宁夏的生态移民本质上是气候变化背景下生态环境承载力恶化所导致的气候移民问题，是一种政府主导的有计划的适应行动。在此基础上对于国内开展气候移民政策与实践提出了几点建议，包括：明晰界定气候移民的概念，将气候移民纳入国家应对气候变化战略，为气候移民提供资金保障，对气候移民重点区域进行统筹规划，在国际气候谈判中推动建立相关机制和政策等。

This paper reviewed relevant concepts and evolution of climate migration ,exploring its origins ,objectives ,cri-teria for policy making and governance.Take Ningxia's policy and practice on ecological migration , this paper clarified the discrepancy and linkage between climate change driven migration and ecological migration ,from the perspective of definition,driving factors,financing mechanism,policy and practice.Furthermore,this paper argued that the ecological migration in Ningxia is in nature driven by changing climate and decreasing climate carrying capacity for ecological re -sources and population.It's an effective policy response facilitated by government.Finally,this paper proposed to improve this planned adaptation for Ningxia and other regions ,such as to clarify the definition of climate migration ,to take climate migration into national climate change strategy and measures ,to assist climate migrants with financial support ,to build relevant mechanism in the global climate negotiation ,and so on.
