本研究应用经济学的理论，分析政府通过制定不同级别的医疗机构差别化价格政策，促进“小病进社区，大病进医院”的就诊模式。提出如何应用市场价格机制，引导居民合理利用医疗服务，优化卫生服务体系结构。在建立价格机制模型基础上，从供需双方的视角提出具体的可操作方案，为推进城乡卫生服务体系建设提供科学依据。
본연구응용경제학적이론，분석정부통과제정불동급별적의료궤구차별화개격정책，촉진“소병진사구，대병진의원”적취진모식。제출여하응용시장개격궤제，인도거민합리이용의료복무，우화위생복무체계결구。재건립개격궤제모형기출상，종공수쌍방적시각제출구체적가조작방안，위추진성향위생복무체계건설제공과학의거。
Economic principles are applied to analyze differentiation pricing policy of medical institutions in different level designed by the government, and promot the visiting mode of " patients with less serious disease visit the community health care center, patients with serious disease go to hospital" . How to apply market price mechanism is proposed to lead residents reasonably take use of medical services, optimize the construction of health service system. On the basis of building price mechanism mode, special operational scheme is proposed from the prospectives of supply and demand parties, provide scientific references for improving the construction of urban-rural health service system.
