俄罗斯高等教育在经历了前苏联教育与科学分离、体制与意识形态僵化的发展时期后，后苏联时代开始积极寻求新的发展战略，直至今日为回应国家需求开始谋求教育与科学协同发展、调整高等教育结构类型、完善教育资源配置机制。我国在进行高等教育体制改革的进程中，也需要摆脱体制惯性依赖，强化法律调节机制、积极搭建创新人才培养平台、积极推进协同创新。
俄囉斯高等教育在經歷瞭前囌聯教育與科學分離、體製與意識形態僵化的髮展時期後，後囌聯時代開始積極尋求新的髮展戰略，直至今日為迴應國傢需求開始謀求教育與科學協同髮展、調整高等教育結構類型、完善教育資源配置機製。我國在進行高等教育體製改革的進程中，也需要襬脫體製慣性依賴，彊化法律調節機製、積極搭建創新人纔培養平檯、積極推進協同創新。

The Russian higher education system has the unique and distinct traits ,it also pass a hard reform from the formation to evolution,the development of the “shock therapy”,seek new development path,and achieved outstanding results. Especially since the beginning of 21 century ,in the strategic background of national inno-vation and development,the implementation of the Russian state intervention by the new public management reform,so as to realize the innovation and development of higher education from the structure to the system. In the process of China’s higher education system reform,also need to strengthen the legal regulation mechanism, and actively build innovative personnel training platform ,and actively promote collaborative innovation.
