由于神朔铁路各车站都是单级车站，调车作业对咽喉的影响大，与接发列车有较大冲突，而现今采用的调车作业方式均为平面推送调车，自动化水平低，安全形势较为严峻。本文从人、制度、设备、环境等方面对调车作业安全进行了探讨，分析了调车作业中的不安全因素，并对提高调车作业安全提出了意见性的对策。

In line with the principle of safety production, improving the the shunting operation efficiency and the quality of shunting staff skills, we swap shunting operating safety from the people, systems, equipment and environment,analyze the shunting operation insecurity and given views countermeasures to improve the safety of shunting operation.
