当前，“利率体制”问题引起了社会普遍的关注，其中与利率体制问题紧密联系的便是利率市场化问题。在开放经济条件下，利率还未能完全反映市场资金需求状况，以致出现“中小企业融资难”的问题，因而必须加以改革。改革的出路之一是利率市场化，本文在不动摇我国现行利率体制的基础上提出“存贷款利率市场化”的利率调整方案，将逐步放开对存款利率与贷款利率的管制，推进利率市场化的全面进程。同时建立存款保险制度，解决市场化中银行经营风险困难问题，优化金融资源配置，保证利率市场化的顺利进行。
