以安徽省出租车行业近年来的群体性突发事件为例，从出租车市场供给需求指标、市场价格与经营成本指标、市场经营环境指标、相关政策指标四个方面构建出租车行业群体性突发事件风险评价指标体系，利用层次分析法和加权平均法建立风险评价模型，提出风险等级划分标准，采用累积频率曲线法确定了各风险等级的阈值，并以蚌埠市为例进行了实例分析。结果表明：提出的风险评价方法和风险分级标准，可实现对出租车行业的实时监测和预警，避免或减轻出租车行业群体性突发事件造成的不良影响。

Based on mass unexpected incidents ( MUIs) in taxi industry in Anhui province in recent years , this paper built an evaluation index system of risk assessment for taxi industry MUIs from four aspects including taxi market supply and demand indicators , market price and operation cost index , market environmental indicators and the relevant policy indicators .Then the risk assessment model for MUIs of taxi industry was established u-sing AHP and the weighted average method .All historical MUIs in Anhui province were used to test the pro-posed model .The risk classification standard was put forward and the level of risk threshold was determined by the cumulative frequency curve method .At the end , a case analysis of Bangbu City was given to show the appli-cation of the proposed method .The results showed that the proposed method of risk assessment and risk grading standards were effective to achieve a real -time monitoring and early warning of city taxi industry , which avoi-ded or mitigated the adverse impact of the taxi industry MUIs .
