近年来，随着黑龙江省农村出国务工人员逐年增多，出国务工人员养老问题进一步凸显，主要存在“新农保”制度不健全，传统的家庭养老模式受到冲击等问题。提出进一步健全农村社会养老保险制度，加强养老立法，规范家庭养老，强化土地养老保障功能等制度。
近年來，隨著黑龍江省農村齣國務工人員逐年增多，齣國務工人員養老問題進一步凸顯，主要存在“新農保”製度不健全，傳統的傢庭養老模式受到遲擊等問題。提齣進一步健全農村社會養老保險製度，加彊養老立法，規範傢庭養老，彊化土地養老保障功能等製度。
근년래，수착흑룡강성농촌출국무공인원축년증다，출국무공인원양로문제진일보철현，주요존재“신농보”제도불건전，전통적가정양로모식수도충격등문제。제출진일보건전농촌사회양로보험제도，가강양로입법，규범가정양로，강화토지양로보장공능등제도。
In recent years,the number of Heilongjiang Province rural area relatives working abroad is increasing year by year. Providing for the aged is more and more serious for them.There are problems such as the“New Agricultural Insurance System”is not perfect,the traditional family pension mode is no longer suitable.It put forward some countermeasures that we should im-prove the rural social endowment insurance system,strengthen the pension legislation and land social security function,specifi-cate family pension,enhanced features of land pension security.
