创新调查在国际上已有比较成熟的理论和实践基础。虽然中国20年前就已开展这方面的探索和实践，然而一直没有形成创新调查制度。对国内外学者在国际创新调查领域的研究进行了总结，分析了国际创新调查的起源和发展阶段特征，对创新调查的规范、制度及其结果应用情况进行了论述，指出了国际创新调查的发展趋势，对中国创新调查工作提出了相关建议。

Innovation survey has rich practical experience and well-developed theoretical instructions in the world. Though it was about 20 years ago that China began its exploration and practice in this field, innovation survey system hasn't formed in this nation yet. In this paper, the author summarizes the research in the field of international innovation survey both in China and abroad, and analyzes the charac-teristics on the origin and development of international innovation survey. The norms and codes as well as results application of innovation survey are discussed in the paper. Then the developing trend of international innovation survey is pointed out, and some suggestions for China's innovation survey are put forward at last.
