在确定水资源开发利用评价指标集的基础上，收集各类水资源数据，运用灰色关联度分析方法，选取对文山州水资源开发利用影响较大的指标，根据模糊数学中贴近度的概念，对文山州8个县级样本进行计算，并对结果用SPSS软件进行Q型聚类分析，获得文山州水资源开发利用的优、一般、劣三个层次。结果显示麻栗坡县、西畴县、砚山县水资源开发利用较优；文山县、广南县、富宁县一般；丘北县、马关县较差。根据评价结果建议文山州把未来的水资源开发利用投资和政策优惠重点转移到丘北县、马关县。

Based on determining the development and utilization of water resources evaluation index ,data col-lected of various types of water resources ,the use of gray correlation analysis to select the development and u-tilization of water resources in Wenshan greater impact indicators ,according to the nearness concept of fuzzy mathematics,eight county sample in Wenshan are calculated,and the results using SPSS software for Q-type cluster are analyzed;it obtained three levels of excellent,in general,inferior in water resources development and utilization in Wenshan.The results show Malipo County,Xichou,county,Yanshan County are optimum;Wenshan County,Guangnan county,Funing County General;Qiubei County,Maguan county poor.Based on the evaluation results,it suggests Wenshan development and utilization of water resources of the future investment and preferential policies to shift the focus to Qiubei County and Maguan County.
