棋盘山水库是蒲河流域的首部控制水库,具有保证下游用水的重要作用,在调度方面既要考虑自身的利益,也要兼顾下游地区的用水要求,实现全流域的水资源可持续利用。棋盘山水库现行调度方式主要以维持棋盘山风景区景观水面需要为目标,仅保证棋盘山风景区的旅游效益和生态效益。然而现行的调度方式导致下游地区枯水期供水量严重不足,河道生态用水及下游灌溉用水无法保证,而水库汛期弃水量较大,给下游防洪带来了一定的压力。建立棋盘山水库生态调度模型,以水资源高效利用和水质改善最大为目标,以满足下游生态需水为主要约束,采用系统仿真模拟进行计算,绘制棋盘山水库天然流量与调度流量的对比图,表明9月-来年4月水库的下泄流量过程与水库天然下泄流量比较接近,而5月-8月水库的下泄流量与天然下泄流量有一定的差距。

Qipanshan reservoir is the first controlled reservoir in Puhe basin ,which has the important role of the downstream water.In terms of scheduling ,it should not only consider their own interests ,but also take into account the requirements of downstream areas of water to realize the sustainable utilization of water resources in the whole basin,the current scheduling of Qipanshan reservoir mainly is to maintain Qipanshan scenic landscape water needs as the goal to ensure that tourism benefits and the scenic and ecological benefits.How-ever,the current scheduling cause a serious shortage of water supply downstream areas during the dry season , river ecology and downstream irrigation water cannot be guaranteed.The reservoir in flood season had large a-bandoned water,brings a certain pressure to the downstream flood control.The establishment of Qipanshan reservoir ecological scheduling model ,the efficient use of water resources and water quality improvement as the goal,to meet the downstream water ecology needs as the main constraint,using system simulation Calculation, to draw the comparison chart of Qipanshan reservoir of natural flow and scheduling flow ,it shows that from September to April next year the discharged volume of natural processes and Reservoir discharged volume closer,but the May to August discharged volume discharged volume of natural reservoir has a certain gap.
