The flicker detection system recommended by IEC is discussed and analyzed in the paper. Based on systematic design and verification, the design scheme that integrates ARM microprocessor with SOPC design is proposed. The SOPC based voltage flicker detection system with dual-port RAM is designed, and the hardware design of the system has been finished. DSP Builder is used to integrate MATLAB tool with hardware resources. Quartus II, SOPC Builder, DSP Builder and Nios II IDE software are used to design the software of SOPC system. Implementation and debugging of the prototype system has been done. The test for the voltage flickermeter shows that the system is stable and realizes the detection of the voltage flicker.
