目的:以M医院为例,分析公立非营利性医院的绩效管理方法,探讨相关绩效评价体系的设计。方法:以“公立医院”、“绩效”为关键词检索万方数据平台,检索文献132篇,通过阅读全文和整群分层抽样方法,将医院绩效评价方法文献23篇纳入研究范畴。结果:总结医院绩效评价方法特点,为建立科学、合理的公立非营利性医院绩效评价体系提供依据。结论:制定绩效评价体系需以“医院战略目标”为核心,兼顾“目标导向”、“差别性”、“公益性”、“可行性”原则。

Objectives:To analyze the methods of performance management in public non-profit hospitals and to discuss the design of performance evaluation system by case study of M hospital. Methods:132 articles in Wanfang Data Platform by the key words of"public hospital", "performance" were searched and 23 articles into the category of hospital performance were deeply analyzed by reading the whole passage and adopting the method of stratified sampling. Results:The characters of hospital performance evaluation methods were summarized and gave basic evidence on building rational and scientific public hospital performance evaluation system. Conclusions:Public hospital performance evaluation needs to set hospital strategy as the care value and combine with objective oriented, difference, public welfare and feasibility.
