在地市级医院中，应加快重症医学科建设，避免低水平重症加强护理病房（Intensive Care Unit ，ICU）的重复建设。将分散设置的专科ICU整合在重症医学科下面，实行统一管理，理顺从属关系，规范重症患者的管理秩序，保证重症患者的基本利益，保障医疗质量和医疗安全。在重症医学科内，分组设置亚专科，完善重症医学的学科体系建设，这将构成重症医学专业化发展的未来。
