针对微电网并网对配电网运行带来的新问题，在研究微电网运行控制技术基础上设计了一种微电网运行控制系统。首先提出了基于IEC 61850的微电网三层控制架构设计，着重介绍控制系统核心装置---微电网运行控制器，并给出了三层控制方式下的微电网运行模式和自适应控制策略。系统应用于河北承德风光储微电网发电站。运行结果表明：基于三层架构设计方法解决了微电网运行模式切换快速性和上级调度系统慢速性的矛盾，实现了与配电网的柔性连接和分布式能源的就地充分利用。

In view of the new problems brought about by the microgrid(MG)to the distribution network operation,an MG operation control system is designed.First,a three-layer control architecture based on IEC 61850 is proposed with emphasis on the control system”s core device-the MG operation controller.Then the main components of the MG operation controller,and an adaptive control strategy for solving the contradiction of MG operation mode speedy switching and the slow scheduling of the upper level are described.The system is applied in wind-photovoltaic-energy storage power generating station in Chengde, Hebei province.The actual operation results show that the system has realized full utilization of MG on the spot and flexible access to the distribution network.
