生态文明建设的核心是资源节约型和环境友好型社会的建设。美国情报委员会在其发布的《全球走势2030：别样世界》报告中，把粮食、水、能源资源的联结作为未来世界发展的四大趋势之一，认为当前这些资源问题联结交错，解决难度大。中国的发展现实尤其如此。面对资源短缺、浪费严重、生态系统退化的严峻形势，必须切实落实节约优先战略，保障资源供应和生态文明建设。加强能源资源节约、促进“两型”社会建设，必须抓好顶层设计和制度建设，把能源资源节约贯穿于转方式、调结构及社会经济发展的全过程。

The core of ecological civilization construction is the construction of a resource-conserving and environment-friendly society.“Global Trends 2030:Alternative World”issued by the National Intelligence Council regards growing food, water, and energy nexus as one of the four megatrends. This report sees these resource issues are complex and dififcult to be settled at present. This paper focuses on the issues facing China as it tries to deal with resource shortage, severe waste, and ecosystem degradation. The speciifc methods are offered:earnestly implementing the strategy of giving priority to resource conservation to ensure resources supply and ecological civilization construction; intensifying energy and resources conservation, and promoting the construction of a resource-conserving and environment-friendly society; paying special attention to the top level design and institutional construction; in the process of transferring mode, adjusting structure and social and economic development, we should keep focusing on energy resource conservation.
