为了克服船舶自动识别系统（ AIS ）在船舶动态监控中不能全面监控的缺陷，该文将北斗和AIS结合，使AIS系统接收周围船舶的AIS信息并添加优先权位后存入相应数据库中，再采用数据选择，过滤，压缩等技术处理数据，并通过北斗将处理后的数据发送到岸上基站，不仅通过北斗转发了本船AIS信息，还转发了周围船舶AIS信息，能有效的监控进入AIS系统盲区且没装北斗的船舶，增大了船舶动态监控的范围。

In order to overcome the Automatic Identification System’s defect that it has blind spots in the ship dynamic monitor?ing;this paper has studied how to forward AIS data via Beidou to make monitoring regions cover the land-based AIS Base Sta?tion’s blind spots and how to realize the monitoring of the designated ship which around the ship equipped with Beidou satellite navigation system. AIS system receives AIS information of around ships ,adds a priority field behind it and stores it in the corre?sponding database, then process the data with data selection, filtering, compression technology and sends the data to a shore base station through the Beidou. At present, not all ships are equipped with Beidou, but all ships which above 500 gross tonnages have mandatory installation of AIS system. In order to monitor ships which haven’t equipped with Beidou and in the blind region of AIS system, we transmitted both this ship’s AIS information and around ships’AIS information, increasing the range of dynamic monitoring of the vessel effectively.
