以苏州市为例分析了中国城市水环境安全监管中的主要问题:区域间管理协调不够,不利于污染纠纷的解决;监测监管的功能不足,对工业特征污染物及有毒污染物等指标缺少监测,监管对象中对景观娱乐水体关注不够,且缺少沉积物监测;技术支撑不足,目前还无法实现特征污染物在线监测,同时缺乏跨区域综合管理的信息平台及决策支持系统。为保障城市水环境安全,建议相关部门打破壁垒,实现信息共享,完善监测体系并研发水环境监管新技术,应用于现代管理中。

Taking Suzhou City as an example, this study analyzed major problems in the supervision of urban water environment security in China. Lack of coordination between related functional departments hinders the resolution of pollution. Existing monitoring system is not effective because little attention is being paid to industrial pollutants or toxic pollutants, monitoring on landscape waters or recreational waters and evaluation of sediment quality. Technologies cannot guarantee the safety of water environment as there is no on -line monitoring system for regional pollutants while most instruments are for conventional indicators. There is no information management platform or decision support system for inter - basin management either. To ensure urban water environment safety, it is advised that related departments should cooperate and share information with each other in a bid to improve the monitoring system and develop modem technologies.
