高职教育不等同于传统的学科教育，它更多地涉厦到“政府、学校、企业、行业”四个方面，从分析我国高职教育的现状及高职教育中的“四方”关系入手，对高职“四方合作”策略体系的构建作初步的探讨，构建出包括“政府主导下的培养目标，行业指导下的校企专业设置、校企师资建设、校企文化建设、教学质量评估、合作组织与管理制度”等九项基本框架，通过策略体系的实施，使“政府、学校、企业、行业”在各方面形成良好的合作关系，使高职教育稳定、健康、有序地发展。

Vocational education is not the same as the traditional subject education, it is more rehted to the four aspects of "governance, schools, enterpriscs,industry". This paper starts from the "quartet" in the analysis of the current situation of higher vocational education in Chi- na,makes a prdiminary discussion on the construction of vocational "quartet cooperation" strategy system, which includes nine basic frame- work: government- leading training objectives, college- enterprise specialty provision under the industry guidance, construction of colhge- en- terprise teaching staff, college- enterprise culture construction, teaching quality assessment, and cooperative organization and management sys- tem.Through the implementation of the strategy system,the four aspects of "governance,schools,enterprises,industry" can form good coopera- five relations in all aspects,and the vocational education can make stable, healthy and ordered development.
