为了适应社会发展所形成的日益复杂化的行政事务和不断上升的公民权利要求，建立两级行政复议制度，完善行政机关内部监督制度和公民的权利救济制度，有助于达到提高行政效率、增强行政效能的目的，同时能为公民提供有效的权利救济途径。
為瞭適應社會髮展所形成的日益複雜化的行政事務和不斷上升的公民權利要求，建立兩級行政複議製度，完善行政機關內部鑑督製度和公民的權利救濟製度，有助于達到提高行政效率、增彊行政效能的目的，同時能為公民提供有效的權利救濟途徑。
위료괄응사회발전소형성적일익복잡화적행정사무화불단상승적공민권리요구，건립량급행정복의제도，완선행정궤관내부감독제도화공민적권리구제제도，유조우체도제고행정효솔、증강행정효능적목적，동시능위공민제공유효적권리구제도경。
In order to adapt to the social development of the increasingly complicated administrative affairs and the rising of civil rights, the establishment of two level administrative reconsideration system, perfecting the administrative internal supervision system and citizen' s fight relief system, helps to improve administrative efficiency, enhance administrative effectiveness, at the same time to provide effective relief way of citizen' s fight.
