开放大学建设已是摆在电大面前的重要任务。作者认为，基层电大建设开放大学首先需要内生动力，而加快转型发展才能让基层电大强化内生动力。基层电大建设开放大学需要抢占继续教育服务中心、现代远程教育中心、终身教育指导中心等制高点。文章以马鞍山电大“抢占”的具体实践充分说明。

The construction of Open University has become a very important task for the TVU. The author of this article believes that the local TVU needs internal dynamism to build the Open University and the internal dynamism comes from the quickening of transitional development. It also needs an access to the center of continuing education, modern distance education, life-long education and so on. Here is an example to show how Maanshan TVU seized the commanding heights in the areas mentioned above.
