以培养高素质水下信息战人才为目标，阐述了“人”“机”“环”三要素中“人”和“机”在水下信息战中的含义、作用，重点研究了水下信息战中“环”的含义、作用和特点，并在此基础上对在水下信息战任职教育中建立“人一机一环”相耦合教学模式问题进行了思考。结果表明，只有坚持“人-机-环”相耦合的教学模式，方能充分发挥“人”“机”“环”三者的最大综合效能。

From the point of cultivating high-quality talents of underwater information war (UIW), the meaning and the function of personnel, equipment and environment in the UIW are given, especially its meaning, function and characteristics are mainly researched. On the basis of the above mentioned, the teaching mode "coupled personnel-equipment-environment" in the course of on-duty education for UIW is discussed. The results demonstrate that only insisting such a teaching mode can exert the maximum synthetic efficiency of personnel, equipment and environment.
