面对武器装备快速发展和部队训练转型快速推进,装备使用安全形势日趋严峻的情况,分析了装备使用阶段存在的各种安全风险因素,构建了装备使用阶段安全风险评估指标体系,采用模糊层次分析法计算了各指标的权重,应用模糊综合评判法实现了装备使用阶段安全风险综合评估,并通过装甲装备实例验证了方法的合理性和有效性。该方法能够提高风险评估准确性,可为风险量化和有针对性地开展装备安全管理提供有益参考。

With the rapid development of weaponry equipment and the speedy advancing of troops training revolution, the safety situation of equipment in use is increasingly serious. In this paper, various safety risk elements of equipment in using stage are analyzed, the structure of the safety risk assessment system is formed and the index weight is computed with the AHP method, the safety risk of equipment in using stage is evaluated with the comprehensive fuzzy evaluation method and a live example is given to validate the rationality and feasibility. The example proves that the evaluation method can boost the accuracy of safety risk assessment. The research in this paper can provide helpful reference for targeted and quantitative risk management.
