相比于国外先进国家,我国辅警发展定位存在两大主要缺陷：一是习惯于权宜状态;二是承载过大的就业压力。这正是当前我国辅警发展遭遇瓶颈的根本结症。因此,必须以＂从长计议和削减辅警的就业压力＂为要点,并从完善法律法规、夯实财政供给、构建合理体制和创新用人机制等方面采取措施保障发展定位的修正,以促进我国辅警的可持续发展。

Compared with developed countries, there are mainly two defects in the development orientation of China's Auxiliary Police: having accustomed expedient and carrying too much employment pressure, and it is the root cause of bottlenecks limited the development of Auxiliary Police. Therefore, in order to promote sustainable development of China's Auxiliary Police, it is necessary to "keep long-term perspective and cut Auxiliary Police employment pressure", and take measures to amend the development orientation from improving laws and regulations, reinforcing the financial supply, building reasonable systems and innovating employment mechanism.
