信访制度是我国法律制度中的一个重要环节,有着深厚的社会基础和意识形态基础,它向广大群众提供了一种在法律系统外解决问题的途径,是党和政府及时了解社情民意、化解社会矛盾、改进工作作风、密切联系群众的桥梁和纽带。通过对非正常信访成因的浅析,提出了解决问题的对策,同时也引发了一定的思考,具有很好的现实意义。

Letter petition system,an important element of China’s legal system,deeply based on society and ideology,provides the masses with a way to solve problems beyond legal system.It helps our Party and government timely understand opinions from the people,eliminate social contradiction,improve the work style and keep a close tie to the people.This paper has analyzed the cause of improper petition letter and put forward countermeasure accordingly,which brings about some pondering and sound practical significance.
