提高干部的执行力,一是培养能提高干部执行力的三种素质,即过硬的思想政治素质、深厚的文化素质、顽强的意志素质;二是增强提高干部执行力的三种能力,即决策能力、组织能力、协调能力;三是建立提高干部执行力的三项长效机制,即问责机制、激励机制、监督机制;四是处理好提高干部执行力的三种关系,即处理好与下级之间的关系、处理好与上级之间的关系、处理好与同级之间的关系。
제고간부적집행력,일시배양능제고간부집행력적삼충소질,즉과경적사상정치소질、심후적문화소질、완강적의지소질;이시증강제고간부집행력적삼충능력,즉결책능력、조직능력、협조능력;삼시건립제고간부집행력적삼항장효궤제,즉문책궤제、격려궤제、감독궤제;사시처리호제고간부집행력적삼충관계,즉처리호여하급지간적관계、처리호여상급지간적관계、처리호여동급지간적관계。
In order to improve a cadre’s executive force,three things must be done: the first is to develop three qualities-strong ideological and political quality,profound cultural quality and tenacious will quality;the second is to enhance three abilities-decision-making ability,organizing ability and coordinating ability;the third is to establish three long-term mechanism-accountability mechanism,incentive mechanism and supervising mechanism;the fourth is to deal with three relations in a proper way-between himself and his subordinates,between himself and his superiors and between himself and his peers.
