载体设计是否合理是保证创先争优活动能否取得实效的关键，也是能否实现活动总体目标的关键。在理清相关概念的基础上，提出创建活动对加强高校基层党组织建设的意义，着重指出创先争优活动载体设计存在的问题，进而提出活动载体的设计思路，提出了实践活动载体的有效路径，为高校扎实推进创先争优活动、增强创先争优活动实效提供参考。

The reasonable design of carriers is the key to the effectiveness of the activities of competing for ex- cellence and the key to the achievement of the overall goal of the activities.
