China's central government has issued its first policy document for 2012,addressing that the fundamental way out for agriculture lies in realizing the sustained development of agriculture and ensuring the effective supply of agricultural products.Agricultural science and technology is the basic support to ensure national food security,the inevitable choice to break through the restriction of resource and environment,the decision force to speed up the construction of modern agriculture.Heilongjiang Province as a big agricultural province and a major grain-producing province,in order to ensure China's food safety,stable and high yield,we must establish and improve the open,competitive and orderly,flexible and efficient operation system of the modern agriculture science and technology innovation.
