根据近年来对重庆市水利水电工程环评文件的技术评估和实际工程调研情况,对水利水电工程环评技术评估中需关注的要点和重点进行了研究,并从工程概况及工程分析、工程环境影响、环境风险、移民安置、公众参与、环境管理等方面提出了水利水电工程环评的技术评估要点,以期科学公正的评估工程的环境可行性,提高环评文件的实际指导意义,并为审批部门决策提供科学依据。

근거근년래대중경시수이수전공정배평문건적기술평고화실제공정조연정황,대수이수전공정배평기술평고중수관주적요점화중점진행료연구,병종공정개황급공정분석、공정배경영향、배경풍험、이민안치、공음삼여、배경관리등방면제출료수이수전공정배평적기술평고요점,이기과학공정적평고공정적배경가행성,제고배평문건적실제지도의의,병위심비부문결책제공과학의거。
According to technological evaluation of EIA documents and actual engineering research on water resources and hydropower projects in Chongqing in the past years,this paper focuses on essentials and points of technological evaluation of EIA of water resources and hydropower projects,and proposes essentials of technological evaluation of EIA from the following aspects: project overview and engineering analysis, environmental impact of the project, environmental risk, resettlement, public participation and environmental management etc. ,in order to assess the environmental feasibility of the project more scientifically and impartially, improve the practical guiding significance of the EIA documents, and provide the scientific basis for decision-making for the government departments.
