从职能部门(供方)、农民(需方)、培训机构(产方)三个视角观察,当前新型农民培训同时存在"有效供给不足"和"有效需求不足"现象。"有效供给不足"原因可以概括四个因素:片面政绩观、事权财权不合理配置、内向型行政体制和运行机制不健全。"有效需求不足"原因可以总结为四"不":机会成本高导致"不想"、理性小农导致"不愿"、组织化程度低导致"不能"以及政府服务不到位导致"不敢"参加培训。因此,完善新型农民培训,提升"有效供给",需要强化政府职责、完善运行机制和培训模式创新,构建培训长效机制;促进"有效需求",核心是提高农业比较收益,从提高农民组织化程度与完善政府服务入手,提高农民参训组织性和积极性。

There exists " insufficiency of effective supply" and " insufficiency of effective demand" in the new farmer's training from perspectives of functional departments (supplier), farmers ( consumer), training institutions ( producer ). The reasons of the former can be summarized as one sided achievement view, unreasonable arrangements of affairs ~ fi- nance, introverting administration system and unsound operating mechanism. The reason of the latter can be summed up as four " not" : high opportunity cost leading to" don't want", rational farmers leading to " be unwilling", the low level of organization leading to " can't do" and unavailable government services leading to " dare not do". Therefore, improving of the new farmer's training needs working together of supplier, consumer and producer. Promoting " effective supply" needs strengthening the government responsibility, perfecting moving mechanism and innovating training mode. Promoting " effective demand" needs raising farmer systematism and improving government services.
