专科项目建设在医疗单位综合实力建设中占据着举足轻重的地位。如何推动专科建设，提高人才培养与专科整体医疗服务水平成为研究目标。经过多部门的联合论证与反复研究，采用信息系统监控结合专科建设实施全过程的量化跟踪，各专科从下达任务开始，主管部门即开始实时监控其完成进度，最终根据不同完成程度进行奖罚，对于有创新突破进展的技术或项目给予一定的鼓励与奖励，对于未能及时按质完成年初下达的考核指标的给与适当的处罚。信息系统的上线基本解决了无法动态监控专科数据、专家论证周期长等的问题，实现“用客观数据说话”，借助电子化的手段，专科负责人可以方便地通过系统查看自身现状，可以及时查看各类考核指标是否按时完成，清晰准确地知道当前任务，给主管部门以及专科全体人员的工作都带来极大的方便之处，达到精细化管理目标。

The specialized subject construction in medical units occupies a pivotal position in the construction of comprehensive strength. How to promote the construction of specialized subject, to improve the medical service level of talent training and specialty is our research target. Through multi-sectoral demonstration and repeated research jointly, we proposed adopting the monitoring combine with the subject construction of information system implementation process of quantitative tracking, each specialized subject starting from the task, started by the department of real-time monitoring the completed progress, rewards and punishment according to the different degree of finish, finally to encourage and reward by the project's innovation breakthrough technology, for failure to give appropriate punishment. Solved the online information system specialty to dynamic monitoring data, expert argumentation of problem such as long cycle, achieve "talk" with objective data, through electronic means, specialized subject head can be easily through the system to check its status, can see if all kinds of assessment indexes finish in time, know the current task clearly and accurately, which has brought great convenience to the competent department and specialized personnel's work, fine management goals are met.
