针对在小城镇应急医疗服务中心功能优化问题的研究中没有考虑拥挤情景的现实, 构建了新的更能反映现实问题本质的考虑拥挤情景的小城镇已有应急公共服务设施功能优化模型; 并设计启发式算法求解, 以山东省滕州市已有应急医疗中心功能优化为例进行实证。最后, 提出所建模型可在考虑新建、多因素、等级等方面作进一步拓展研究。

This paper presented a maximal covering location problem considering congested scenario to maximize the total satisfaction of all demand points. It introduced a new heuristic to solve the considered problems. Then, it took the existing emergency medical service centers in Tengzhou city of Shandong province as a case study and obtained the function optimization result for it. The computational results show that the proposed model generates facility location solutions in a more effective manner. Finally, it also proposed extensions of our research.
