文中考虑在短期负荷及风电预测存在偏差的情况下,引入可中断负荷作为一种旋转备用以确保系统的功率平衡。以输电线路传送有功作为电网安全指标,采用CVAR风险理论描绘电网的不确定安全风险,构建了考虑可中断负荷及风电随机性的电力系统短期经济调度模型。在调度总成本中,除了计及常规机组的发电生产费用以外,还考虑了因电力供应不足所造成的需求侧停电补偿费用。最后通过IEEE14节点系统仿真计算,算例结果表明,该模型具有良好的理论意义和实用价值。

Interruptible load was introduced as a kind of spinning reserve to balance system's power under the error situation of short-term load wind power forecasting. The CVAR was used to depict the grid's security risks and consider the limitation of transmission lines transmit active power and be as a network security indicator. Then set up short'term economic dispatch including the randomness of interruptible load and wind farm. The total dispatch cost includes compensation cost due to the power supplying no sufficient in addition to generating cost. Through the IEEE14 system calculation, the result shows that the model is great of theoretical significance and practical value.
